Crime As a Form of Jihad – Al-Qaida Calls for Bank-Robbery

In the latest issue of Al-Qaida in Yemen´s English-language Online magzine „Inspire“, US-Yemeni preacher Anwar al-Awlaki calls for Muslims in the West to steal the wealth of unbelievers and infidels to support Jihadi means and finance terrorism. Titled „The Ruling On Dispossessing the Disbelievers wealth in Dar al-Harb“ Awlaki´s text states Muslims in the West are not obliged to act according to the laws and rules of the Non-Muslim country they live in and respect its laws. It is theologically justified to steal the wealth of the kuffar, Awlaki argues. To do this becomes even more necessary as Jihadis worldwide lack funding and financial support.

„Dear brothers: Jihad heavily relies on money. In Quran, the physical jihad is associated with jihad with one’s wealth in eight verses. In every verse but one, jihad with wealth preceded the physical jihad“, Awlaki writes, „That is because without wealth there can be no jihad.“ The Jihadi cleric goes on by explaining: „Our enemies have realized that. Therefore they are „following the money trail“ and are trying to dry up all the sources of funding „terrorism“.“

As today´s Global Jihad largely and mainly depends on detonations of supporters, it´s financing is therefore very vulnerable. „It is about time that we take serious steps towards securing a strong financial backing for our work rather than depending on donations“, Anwar al-Awlaki´s text reads. Instead of depending on their own pockets to finance war against the infidels, Muslims should take from the infidels´pocket, Awlaki highlights. „We as Muslims should seek the wealth of the disbelievers as a form of jihad in the path of Allah“, the US citizen and wanted terrorist says: „That would necessitate that we spend the money on the cause of jihad and not on ourselves.“

The al-Qaida allied cleric argues the taking of wealth and property of Non-Muslims according to common and majority theological opinion is only allowed in countries where a war between Muslims and Non-Muslims is taking place (Dar al-Harb = „land of war“). This situation, Awlaki writes, nowadays exist in countries of the West as well, as these countries send out troops to fight in Afghanistan and Iraq, and are at war with the Muslims: „It is the consensus of our scholars that the property of the disbelievers in Dar al-Harb is halal (allowed) for the Muslims and is a legitimate target for the Mujahidin.“

„Every Muslim who lives in Dar al-Harb should avoid paying any of his wealth to the disbelievers whether it be in the form of taxes, duties, or fines“, Awlaki writes. The question if this should involve illegal activities to raise money for jihad is a rather complex issue to Anwar al-Awlaki. „For Muslims who are associated with groups that work for jihad, we recommend that the decision to involve oneself in any illegal activ-ity to acquire money from the disbelievers be taken by the Amir“, he states. Muslims without any affiliation to a group and without any leader figure shall spend all the money gained from criminal activities to support the Jihad.

„The West has been plundering our wealth for centuries“, Awlaki argues, „Now is the time for payback. Allah willing, the chickens will come home to roost.“

Anwar al-Awlaki was born in the US-State of New Mexico in 1971 but grew up and spend his teenage years in Yemen. Later he studied and worked in the US for several years. He was a preacher at two mosques visited by some 9/11 hijackers. After September 11th 2001, Awlaki fled the USA and moved to the UK. In 2004 he migrated to Yemen and is now suspected of hiding somewhere in the Shabwa region with his family.

US officials believe Awlaki has close ties to the Yemeni branch of al-Qaida and has become a spiritual leader to the organization. He himself never admitted of being a member of al-Qaida but he appeared in a al-Qaida produced propaganda tape and writes for the notorious „Inspire“ magazine that attracts mainly young Muslim men in the West.

On the internet Awlaki had his own blog spreading his message of violent Jihad has a means to defeat and conquer the West. The Fort Hood shooter Major Nidal Hasan who killed 13 American soldiers in 2009 was in contact with the US-Yemeni preacher Awlaki. Both exchanged e-mails about religious justification for suicide bombings. Awlaki also knew the Nigerian underwear bomber Umar Farouq Abdulmutallab who tried to blow up an US airliner over Detroit after being recruited and trained by al-Qaida in Yemen.

Investigations of several terror plots in Western countries have revealed Awlaki´s influence on Islamists living in Europe and North America. US authorities labeled him the most dangerous terrorist in the world and the US government has approved assassination operations against Awlaki. He is the first US citizen on a hit-list by the CIA, ordered by the President to be captured or killed.

In December 2009 Anwar al-Awlaki survived a US drone attack in Yemen and later gave an interview to a Yemeni journalist who was sentenced to 5 years in prison two days ago because of his connections to al-Qaida.

Arab Al-Qaeda recruits killed in Waziristan

What is the size of al-Qaeda in 2010? The question about the number of fighters or active fighting member of al-Qaeda Central, meaning of the organization in Pakistan and Afghanistan remains a mystery. Counter-Terrorism officials and intelligence sources say al-Qaeda in AfPak probably consists of just a few hundred members, most of them Arab nationals as well as Central Asians, Uighurs, North Africans, Punjabi- and Baluch-Muslims.

Information about how the al-Qaeda structure in the Pakistani tribal areas looks like is very rare. Only the martyrdom statements, videos and information released after an AQ member is killed by a CIA drone, give a slight hint to what is happening to AQ in Waziristan. One of the Arab fighters active in the drone-hit area along the Pakistan-Afghan border, was Abu Abdelrahman al-Qahtani, a Yemeni jihadi.

The most influential Arabic Jihadi forum today released biographical details of al-Qahtani after he was killed by a US drone strike in recent weeks. He died 45 years-old, the forum post says, stating he spent half of his lifetime fighting Jihad – against the Soviets in Afghanistan in the 1980s and then joined al-Qaeda again a few years ago to fight the US invasion.

Al-Qahtani and several other al-Qaeda fighters died in a „brutal crusader bombing on a camp along the Afghan border“, the Online-Jihadis said. The martyr was himself an active member of the Internet forum and participated in posting news and material regularly from the Waziristan region. He was also befriended with the two Yemenis „Abu Dujanah as-Sanaani“ and „Ghazwan al-Yemeni“ who joined al-Qaeda in Waziristan, worked as chief bomb makers and were killed in drone attacks last year. A picture of Abu Dujanah as-Sanaani showing him sitting in a hut in Waziristan, was released in addition to the martyrdom information of Abu Abdelrahman al-Qahtani.

Among al-Qahtani´s friends was Jordanian suicide bomber Humam Khalil al-Balawi alias „Abu Dujanah al-Khorasani“ who killed a CIA team in Afghan Khost on New Years 2009.

Arab al-Qaeda fighters in Waziristan

The case of the Yemeni Jihadi shows that – although Waziristan is hit hard by the CIA´s drone campaign – al-Qaeda Central still attracts Arab recruits and it is possible the stream of Islamists from the Middle East is even increasing. Raw video footage and images of Arab nationals living in Waziristan appeared some weeks ago on Jihadi forums – a clear proof the propaganda as a recruitment tool is effective.

Youtube-Ban against Awlaki-Tapes?

„It´s about time that it ends!“ – with these words Democratic Congressman Anthony David Weiner of New York, called for the online-video platform Youtube to delete and ban videos of the controversial US-Yemeni preacher Anwar al-Awlaki. In front of the media, out on the streets of Manhattan, the Democratic politician stood right next to a board showing a large screenshot of a Youtube page screening the al-Qaeda in Yemen´s video interview with Awlaki.

For the first time, a U.S. official demanded Youtube to ban tapes of and featuring a single, specific person – let alone a U.S. citizen.
Congressman Weiner sent a letter to Youtube´s CEO Chad Hurley on Sunday, asking him to delete all of the approximately 700 videos of Anwar al-Awlaki available on Youtube.

„A known terrorist named Anwar al-Awlaki, dubbed the ‚bin-Laden of the Internet,‘ has been using YouTube to promote his extremist ideology and recruit a new generation of terrorists,“ Weiner wrote according to CNN. „I am asking that you remove all videos featuring Anwar al-Awlaki from your website and set up safeguards to prevent future videos from being posted.“

Youtube responded by removing several Awlaki videos after Weiner´s complaint, saying some of the content violates the community guidelines. Still, a quick search of the term „awlaki“ produces 5.070 results, „anwar al awlaki“ to 4.570 results, including numerous versions of the Al-Malahim interview with and without English subtitles. Even the „Anwar Al-Awlaki Utube“ channel is still accessible and operating.

On the streets of Manhattan, Anthony Weiner held a furious speech on Monday explaining his concerns regarding Awlaki´s Youtube presence. „This is someone who is clearly using the service to spread hate and doing it effectively“, Weiner said, „He has followers, 3.5 Million views, 700 videos and it´s about time that it ends.“

What Weiner did not mention is the clear fact that a large number of videos found on Youtube when searching for „awlaki“, is in fact news footage by various TV channels.

Hinting towards the Fort Hood Shooting carried out by Major Nidal Hassan, who was in contact with Awlaki via e-mail before committing the attack, Mr.Weiner said: „Every single day someone clicks on these videos, it is a potential terrorist learning to hate. We have to make sure that does not continue to happen.“ He therefore urges Youtube to stop the spreading of Awlaki´s teaching.

The unsual attempt by an American politician to stop Islamist propaganda by openly addressing Youtube leads to the question: Why now? Why doing it at all?

Anwar al-Awlaki has indeed become an important figure in the Online-Jihad community, and his base of followers is growing, especially in Western countries. Although 90% of lectures found on the internet are rather old audio lectures Awlaki gave in and around 9/11, almost every day these tapes are re-uploaded onto Youtube. His fans create new versions, add subtitles, translate lectures in other languages besides English and Arabic, sometimes editing the tapes with Jihadi-style background pictures, waving flags, roaring lions and swords.

His own blog is dead for now and it does not seem Awlaki is promoting himself on Youtube and other upload services. The virus is spreading, and so is the ideology that attracts a certain number of Western, Non-Arabic speaking Muslim Youths.

Over the weekend, a new video tape was advertised in an Jihadi forum, with an excerpt released showing Awlaki speaking in Arabic. Possible the soon to be released video was the reason for Mr.Weiner to reach out to Youtube – although I doubt the video will first appear on Youtube.

So is fighting the never ending stream of Awlaki-Uploads, copies and re-uploads an efficient way of dealing with the danger of the hateful ideology delivered by a charismatic Jihadi scholar?

Closing websites, forums, blogs or chatrooms has not yet proven to be an effective – not even temporary – solution to the problem called Awlaki. The Online-Jihad community adapts to the closure of the virtual playground by creating new ones, by using other services available besides Youtube or just producing their own system of spreading propaganda media.

Pressuring Youtube to enforce an „Awlaki-Ban“ is a cheap excuse and distraction from the real problem the U.S. is facing when it comes to national security and the danger of the next Awlaki-inspired (or „Inspire“ inspired) Jihad attack on US soil.

Clearly the Awlaki presence on Youtube is not a matter of free-speech or anything related to hateful content. A search for „hitler“ leads to 203.000 video results – and I´m sure not all of them are satire fake material. So where is the point in banning the lectures of the U.S.-Yemeni preacher while there are still videos of Bin Laden, Zawahiri, al-Libi, Zarqawi, Feiz Mohammad and hundreds of lesser known preachers with a brainwashing-potential available?

„It´s about time that is ends“ – Rep.Anthony Weiner demands. Guess what Mr.Weiner, it would not even stop if Awlaki is ragged by a US hellfire missile tomorrow.

Maybe I just did not get the joke, after all Mr.Weiner once shared a flat with Daily Show´s Jon Stewart – so is it just a case of political-satire?
